\u201cThe street that I caught him on is really dark, and there\u2019s no sidewalks. And he was dressed in all black,\u201d said Keffer, a 10-year-veteran of the police department.<\/div>\n

Keffer, who was on routine patrol, stopped his car to question the young man.<\/div>\n

<\/div>\n

Duncan explained he worked at the nearby Pro-Form Laboratories and that he was just making his way home.<\/div>\n

<\/div>\n

But when Duncan mentioned where he lived \u2014 in the nearby town of Vallejo \u2014 the officer was astounded. Plotting the route in his mind, the officer immediately realized it would take a couple of hours to get there and that much of it would be uphill.<\/div>\n

\u201cSo I said, \u2018If you don\u2019t mind, hold on a second.\u2019 I went over to my front seat, cleared it out, and asked him if I could give him a ride home. He\u2019s like, \u2018You can do that?\u2019 I said, \u2018Yeah, I can do that.'\u201d<\/div>\n

On the ride home, Keffer learned that his passenger had just graduated from high school and got an entry-level job at the nutritional lab after meeting one of its executives at church.<\/div>\n<\/div>\n<\/div>\n

But Duncan said his real ambition was to get a college education and become a police officer.<\/div>\n

<\/div>\n

They exchanged phone numbers and when Keffer returned to the department, he told his supervisor the department needed to do something to help the young, ambitious man with an incredible work ethic.<\/div>\n

\u201cHe\u2019s like,\u2019We can\u2019t get him a car.\u2019 So I thought what about a bike? He\u2019s like, \u2018Yeah, absolutely.'\u201d<\/div>\n

<\/div>\n

So after a unanimous vote from the police association to allocate funds, Keffer headed to a local bike shop and picked out a $500 mountain bike that \u201cneeded to attack the hills.\u201d<\/div>\n

Two days later, Keffer and several of his fellow officers surprised Duncan as he got off work.<\/a><\/div>\n<\/div>\n<\/div>\n
